The purpose of these manuals is to provide Customs brokers, import managers and others in the international trade community with a one-of-a-kind resource to aid in classifying chemicals and polymers in Chapters 28 and 29 or 39 and 40 of the U.S. Harmonized Tariff Schedule (HTS). While these manuals are written with the U.S. HTS in mind, it provides guidance for HTS classification to the sixth digit and should be a valuable tool for compliance in other countries that have implemented the Harmonized Commodity and Coding System (HS).

These manuals are intended to explain the meaning of various chemistry terms and basic chemical structures as set out in the headings and subheadings of Chapters 28 and 29, or in Chapters 39 and 40. They are also designed to help the user, select the appropriate heading and subheading for a chemical compound based on the structure of the chemical. The manuals have been designed for those who have little or no knowledge of chemistry, but who have a working knowledge of the tariff schedule and the General Rules of Interpretation.
